Strong support for Network Rail’s plans to unblock Croydon railway bottleneck

Network Rail’s proposals to untangle a notorious railway bottleneck in Croydon have been met with strong support from passengers and the community following an extensive public consultation.

As part of the consultation, which ran from 1 June to 20 September, Network Rail engaged with passengers, local residents, businesses and other local stakeholders on its proposals to upgrade the railway and rebuild East Croydon station.

Of the 1,428 responses submitted to Network Rail during the public consultation, 90 per cent were in favour of the plans to allow more reliable, more frequent and faster services for the Brighton Main Line and its branches, and see East Croydon station expanded and enhanced.

The consultation has helped Network Rail to identify concerns about the proposals, as well as opportunities to further enhance designs to meet the needs of passengers and the local community.

The top five themes identified in the consultation are:

  • Desire to complete the project and deliver the benefits quickly
  • Concerns over service disruption during construction
  • Concerns about highways disruptions
  • Matters related to impacted land and property
  • Suggestions for improving intermodal integration at East Croydon station

Other matters that were raised include cycle parking, concerns over noise and questions related to the impact of Covid-19 on Network Rail’s plans.

“I’m really pleased to see such a great response to our public consultation, particularly in such trying circumstances where face-to-face events are just not possible. The feedback we received contains valuable insights that will help us to develop our final designs before we share them with the public next year.

Employing the use of a live chat facility and a consultation hotline, Network Rail was able to recreate the experience of its regular face-to-face public consultation events, which were cancelled due to the pandemic. The consultation period was also extended to 16 weeks from the usual six-week period to allow members of the public ample opportunity to help shape its proposals.

The flat railway junctions, located to the north of East Croydon station, regularly cause delays to the 1,700 trains that pass through the area each weekday as trains often need to stop to allow others to pass in front of them. This creates a bottleneck that amplifies delays on the Brighton Main Line, its branches and the wider network.

Network Rail is proposing to replace the flat junctions with new viaducts, bridges and dive-unders to separate the tracks, creating clear routes for trains and removing the current need for trains to wait at red signals for others to pass in front, which would result in a significant boost in service reliability.

The proposals to transform services on the Brighton Main Line also include plans for an expanded and enhanced East Croydon station including two new platforms to ensure incoming trains no longer have to queue outside the station for a platform to become available. The upgraded station would also include new escalators and lifts to improve accessibility.

This is the second public consultation Network Rail has held on its proposals to unblock the Croydon bottleneck. The first consultation in 2018, which received 840 responses, saw an advocacy rate of 92 per cent in favour of the scheme.

Planned face-to-face consultation events were cancelled due to Covid, however a live chat facility and consultation hotline ensured respondents had a direct line to the project team and were able to replicate the experience of an event.

Consultees were asked to complete a survey indicating their support in relation to different components of the scheme. A fifth question asked for any additional feedback or suggestions.

To deliver the proposals Network Rail would need to obtain powers to work outside the railway boundary through a Transport and Works Act Order (TWAO). Network Rail is currently in the process of preparing an application for these powers. The consultation with local communities and rail passengers is a key part of that process.
