Norton Bridge residents urged to find out more about Stafford rail improvements

Residents are being invited to find out more about the improvements being made to the railway around Stafford as the next stage of preparatory work begins at Norton Bridge.

The work forms part of the £250 million Stafford Area Improvements Programme, designed to enhance performance and capacity on the West Coast Main Line by removing a major bottleneck on the Stafford section of the route. The project will deliver:

  • Linespeed improvements between Crewe and Stafford
  • Resignalling of Stafford Station and the surrounding area
  • The proposed construction of six miles of new railway at Norton Bridge, including a new railway flyover, 10 new bridges/two bridge enhancements and road/river and footpath diversions (currently subject to a Development Consent Order (DCO) application)

At Norton Bridge, to support the programme in meeting tight timescales should the DCO be granted (with a decision expected in early 2014), essential pipeline diversionary works are required, with the first of these currently being undertaken under separate planning consent by the British Pipeline Agency (BPA) on land off the B5026 at Norton Bridge.

Last week saw a major milestone, with the BPA commissioning the newly realigned pipeline, with these works on schedule for completion next month.

In addition, National Grid will be carrying our further pipeline diversions in 2014. Whilst this diversionary work can only be carried out upon approval of the DCO, the project team has been granted consent by Stafford Borough Council to undertake a package of preparatory works, starting in January 2014 and including:

  • The establishment of a temporary works compound on land off Chebsey Lane (including the widening of the junction between Chebsey Lane and the A5013)
  • The installation of temporary haul roads (reducing the need for construction traffic to use the local country lanes)
  • The installation of a temporary bailey bridge over the River Sow

Matt Clark, project manager for the Staffordshire Alliance which is delivering the Stafford Area Improvements Programme explained: “We’re doing a huge amount of work improve the railway around Stafford and I would urge residents of Norton Bridge to come down and find out more. Our preparatory work starts soon, which will mean traffic management measures will be put in place so work can go ahead safely and traffic can continue to flow.

“Once the widening of Chebsey Lane junction is complete, the junction will be controlled by traffic lights for the duration of our work .Throughout all our work over the next 18 months or so, any construction traffic will be using clearly defined routes agreed with the local authority.”

In support of these preparatory works, Network Rail and the Staffordshire Alliance will be holding a dedicated information centre on Tuesday 10th December from 4pm until 8pm at St Luke’s Church Hall, Norton Bridge, where members of the project team will be on hand to answer any project related questions that residents or other stakeholders may have.

* Preparatory works are also underway for Stafford resignalling, with the project team currently undertaking ground investigation works in and around the station area, prior to the start of actual construction/installation of new signalling/power/telecommunications systems from Spring 2014.

Stafford Area Improvements Programme

 

With unprecedented levels of passenger and freight growth on the rail network and the West Coast Main Line full to capacity within less than 10 years, the Staffordshire Area Improvements Programme seeks to remove a major bottleneck through the Stafford area. Once complete, the £250m programme will facilitate the introduction of new timetables between 2015 and 2017 and help to create the capacity to run:

  • Two extra trains per hour (each direction) between London and the north west of England
  • One extra fast train per hour (each direction) between Manchester and Birmingham
  • One extra freight train per hour (each direction) through Stafford

The programme will deliver this through the following three key projects:

  • Phase 1 – Linespeed improvements between Crewe and Norton Bridge, increasing the line speed on the ‘slow’ lines from 75mph to 100mph. Running from January 2013 to April 2014, these works include modifications to the overhead line equipment and installation of four new signals and will be delivered during weekends and midweek nights, significantly reducing the impact to passengers and lineside residents.
  • Phase 2 – Stafford resignalling. The installation of a new freight loop and the replacement of life expired signalling, telecoms and power supplies, with the signalling control transferred from the existing Stafford No4 and No5 signal boxes to Rugby, plus the installation of bi-directional signalling for platforms 1, 3, 4, 5 and 6 and an increase in the ‘slow’ line speeds (predominantly used by local/freight services) from 75mph to 100mph between Great Bridgeford (near Norton Bridge) and Stafford. Running from spring 2014 to summer 2015, the majority of these works will also be delivered during weekends and midweek nights.
  • Phase 3 – Proposed flyover at Norton Bridge. The proposed construction of a grade-separated junction, including 10miles of new 100mph railway, 10 new bridge structures and two bridge enhancements, four river diversions, major environmental mitigation works, pipeline, road and footpath diversions and the construction of temporary haul roads. As an infrastructure project of national significance, the scheme is currently subject to a Development Consent Order, which provides the relevant powers and permissions to enable successful delivery of the programme. Upon the granting of the order, main works are scheduled to run from spring 2014 to 2017, with key commissionings in 2016.
