Network Rail announces Jeremy Westlake as new Chief Executive

Network Rail has today announced the appointment of Jeremy Westlake as its next Chief Executive, replacing Sir Andrew Haines who will be retiring. Jeremy, who is currently Chief Financial Officer, will formally take up the role in October following a transition period alongside Sir Andrew. In this role, Jeremy will oversee the amalgamation of Network Rail with Great British Railways to bring together track and train to deliver benefits for passengers and communities across the country.

Secretary of State for Transport, Heidi Alexander, said: “I would like to warmly congratulate Jeremy on his appointment. Having someone with his expertise and experience across the transport sector will be invaluable as this government continues to invest in rail to bring about lasting change and growth. 

“We are incredibly grateful for Andrew’s hard work over the last seven years. His vision and support has been vital as we establish Great British Railways – one of this government’s biggest reforms. His work has been a key part of our efforts to deliver a simpler, more efficient railway, with passengers at its heart.”

Acting Chair of Network Rail, Mike Putnam, said: “On behalf of the Board, I am delighted to announce Jeremy Westlake as our new Chief Executive. He brings extensive leadership experience from across the transport and engineering sectors, both in the UK and internationally. His strong track record in encouraging cross-industry collaboration, working closely with our supply chain, and driving continuous improvement will be crucial as we continue the transition towards Great British Railways.

“At a time of significant transformation for the rail industry, Jeremy’s experience and strategic insight will be key to ensuring Network Rail continues to deliver a safe and reliable railway for passengers and freight customers.

“I would also like to extend my heartfelt thanks to Andrew for his outstanding leadership over the past seven years. His vision for a simpler, more integrated railway has been instrumental in shaping the path to Great British Railways and improving the experience for millions of rail users.”

Network Rail has also announced that Paul Marshall has been appointed as Chief Financial Officer. Paul, who is currently Group Finance Director brings a deep understanding of the organisation’s financial operations and strategic goals.

Jeremy Westlake said: “I’m honoured to be appointed Chief Executive at such a pivotal time for Britain’s railway. I look forward to working with colleagues across the industry to continue building a railway that is safe, efficient, and fit for the future - serving passengers, freight, and communities across the country.

“I would also like to congratulate Paul Marshall on his appointment as Chief Financial Officer. Paul’s expertise in financial management and commitment to driving efficiency will be invaluable as we move towards GBR.”

  • The appointment followed a formal process led by the Nomination & Remuneration Committee of the Network Rail Board and approved by the Secretary of State for Transport.
  • Jeremy Westlake will assume the role on 20th October 2025, following a handover period with current Chief Executive Sir Andrew Haines.

Biography – Jeremy Westlake

Jeremy Westlake has served as Chief Financial Officer at Network Rail since 2016. Prior to this, he held senior finance, operational and supply chain roles over 14 years at Rolls-Royce, based in both the UK and the United States. In 2013, he joined Alstom Transport as SVP Finance, where he played a key role in driving international growth through acquisitions and operational improvements.

Earlier in his career, Jeremy held finance positions in the international manufacturing sector, working in France, Italy, and Turkey. He is a Chartered Accountant, with a Master’s degree in Manufacturing from the University of Cambridge and a Bachelor’s degree in Accountancy from the University of Exeter.

Biography – Paul Marshall

Paul Marshall is currently Group Finance Director at Network Rail. He has over 20 years’ experience in finance in the UK rail industry, is a Chartered Management Accountant and has an MBA from Oxford University.
